Engrossed SJR 16 sends a constitutional amendment to a vote of the people that, if approved,
would create public infrastructure districts. Public infrastructure districts can incur indebtedness
and issue bonds to pay for public improvements. A petition containing signatures from all of the
property owners within the area to be designated as the public infrastructure district must be filed with the municipality before a public infrastructure district can be created.
