Is there any way to make an anti-woman, anti-choice bill worse?

Sure there is. Add a provision that keeps a local jurisdiction, the District of Columbia, from spending its own local funds on poor women exactly as 17 states do.

"How on earth can you do that in this this country?" Americans will ask.

Laughably, by declaring the D.C. government to be a virtual federal agency.
