Issue Position

Defending Our Military Community -

Texas has the second largest Veteran population in the country. As Chair of the Defense and Veterans' Affairs committee, it is my privilege to honor our Veterans legacy while protecting their rights and benefits. This past session the legislature passed over 40 bills that directly support Veterans. House Bill 2392 created one of the largest expansions of mental health services for Veterans. Senate Bill 1158 and 1159 make it easier for Veterans to get the assistance and resources they need to get a college degree. The legislature also passed five bills that make it easier for a Veteran to find a job. These bills will require state agencies that issue occupational licenses to provide an expedited licensure for military service members, military spouses, and military veterans within one year of separation from the military. Texas must continue to honor that legacy of our brave men and women in uniform.

Investing In A Vibrant Economy -

The Texas economy continues to grow and thrive with new businesses opening up every day. This state leads the nation in technology exports. However, too many of our citizens are being left behind with low wages or no job at all. I will continue to lead the effort to provide tax incentives for businesses that bring jobs to San Antonio. Last session, I passed several bills that led to more jobs at Port San Antonio and Brooks City Base. Tax incentives alone cannot attract businesses and create jobs. Texas must improve its infrastructure because 21st century jobs are not going to move to a state with 19th century bridges and roads.

Education -

Education is the gateway to a better life. Still, too many schools in Texas remain overcrowded and underfunded. Our state cannot afford to continue going about the business of educating our children in the same old way. Until we remedy the tremendous shortfalls in our public school system, Texas' youth will continue to fall short of their potential. Throughout my legislative career, I have fought for more funding for public schools, higher teacher pay, and expanded opportunities for our children. In order for Texas to succeed our children must succeed.

Transportation -

Traffic and congestion continue to be a major issue for Bexar County. We spend too much time traveling to and from work when we could be at home with our families. I was proud to help negotiate an $800 million investment with Texas Department of Transportation to fund expansions of highways in Bexar County. However, Texas cannot rely on expanding roads alone. We must invest in rail and other alternative modes of transportation to compete in the 21stcentury.

Senior Citizens -

For years the arrival of the "Baby Boomers" has loomed on the horizon as one of the milestones of the early 21st century. That time has arrived. There is an urgency for ensuring that the growing numbers of senior citizens are provided for in their retirement years. The best of health care, housing, transportation, assisted living and a safe secure environment are critical needs that must be addressed immediately. Government must make these matters a priority.
