Education has been the primary vehicle for upward mobility. Yet investment in K-12 education is extremely unequal in Illinois due to the reliance on district property taxes. Also, access to our public universities has become increasingly unreachable for poorer and middle-class families as the state's share of their financing has dwindled. I advocate shifting reliance on K-12 financing from property taxes to a graduated state income tax. That revenue source should be used to equalize funding across state school districts and to increase state funding for higher education.
