Since the passage of PPACT (Patient Protection and Affordable Care Act) and the subsequent 5-4 ruling by the U.S Supreme Court on it's constitutionality, it has been determined that individual states have the right to 'opt out' of the federal program if it so desires. At this time , I support Governor Walker's decision to delay implementation of this program until after the fall elections.
