Transparency is the key to ensuring that the performance of state government improves and that the public's interest is protected. Information about California's budget and the details and source of all legislation should be available in real time, on the web, in an accessible format.

California's initiative process should be reformed to ensure that initiatives are vetted and that full information is available to voters concerning the long-term financial impact of measures on the ballot. Legislative oversight of agencies' service delivery and financial performance should be strengthened and outside panels of experts used to advise the Legislature in areas where there have been repeated failures.

Pension reform is needed to ensure that future costs don't eclipse other objectives. The most important considerations in how pension reform is crafted are openness and accountability of the process, effectiveness of solutions and a collaborative approach that avoids unnecessary conflict and wasted resources.
