Hoyer Statement on House Passage of the Speak Out Act

Statement

Date: Nov. 16, 2022

House Majority Leader Steny H. Hoyer (MD) released the following statement today after the House passed S. 4524, the Speak Out Act:

"Today, I was pleased to bring the Speak Out Act to the House Floor and to join in passing it. For too long, pre-dispute nondisclosure and non-disparagement agreements have been used to silence survivors of sexual assault and harassment. This bipartisan legislation will end the use of these 'forced NDAs' and promote survivors' right to make their voices heard. I'm grateful to House Judiciary Committee Chairman Jerry Nadler for working with his colleagues to advance this legislation expeditiously, and I want to thank Senator Kirsten Gillibrand for her leadership on this important bill in the Senate and Rep. Lois Frankel for sponsoring the House version. Democrats will continue to put people over politics and fight to ensure that everyone can live and work without fear of abuse and harassment."
