Executive Order 2020-39D Directing Expenditure of Fiscal Year 2021 TANF Funds by the Ohio Department of Job and Family Services
Executive Order
WHEREAS, the Temporary Assistance for Needy Families ("TANF") program is a State program of family assistance, which is provided with State and federal funds, authorized under Title IV-A of the Social Security Act; and
WHEREAS, the first purpose of the TANF program is to "provide assistance to needy families so that children may be cared for in their own homes or in the homes of relatives"; and
WHEREAS, the second purpose of the TANF program is to "end the dependencies of needy parents on government benefits by promoting job preparation, work, and marriage"; and
WHEREAS, the third purpose of the TANF program is to "prevent and reduce the incidence of out-of-wedlock pregnancies and establish annual numerical goals for preventing and reducing the incidence of these pregnancies"; and
WHEREAS, the fourth purpose of the TANF program is to "encourage the formation and maintenance of two-parent families"; and
WHEREAS, the Governor's Office of Faith-Based and Community Initiatives ("GOFBCI") works to reduce poverty in Ohio by serving as a catalyst for effective public-private partnerships aimed at reducing poverty.
NOW THEREFORE, I, Mike DeWine, Governor of the State of Ohio, by virtue of the authority vested in me by the Constitution, the laws of this State, and in accordance with Sections 5101.80 and 5101.801 of the Ohio Revised Code do hereby order and direct that:
1. The Fiscal Year ("FY") 2021 Budget (H.B. 166, 133rd General Assembly, section 307.70) authorizes GOFBCI to expend up to $13,285,000 during Fiscal Year 2021 on TANF-allowable expenses.
2. The FY 2021 Budget shall be allocated in the following manner:
Up to Five Hundred Thousand Dollars ($500,000) will be used to assist Ohio Alliance of Boys & Girls Clubs to provide supportive services to youth at the following clubs: West Chester/Liberty, Greater Cincinnati, Dayton, Massillon, Inc., Youngstown, Wooster, Central Ohio, Northeast Ohio, Toledo, and Washington County.
Up to Fifty Thousand Dollars ($50,000) will be used to assist The Sanctuary Covenant Christian Fellowship to support at-risk youth ages 11-16 in Butler County by providing mentoring and pregnancy prevention.
Up to Fifty Thousand Dollars ($50,000) will be used to assist Freestore Foodbank to help low-income individuals in Hamilton County with workforce development opportunities.
Up to Fifty Thousand Dollars ($50,000) will be used to assist Rosemary's Babies Company to provide teen parent and family programming in Hamilton County.
Up to Fifty Thousand Dollars ($50,000) will be used to assist Elizabeth's New Life Center to address infant mortality and provide pregnancy services to at-risk mothers in Hamilton County.
Up to Fifty Thousand Dollars ($50,000) will be used to assist Boys Hope Girls Hope Cincinnati to support students in Hamilton County with basic needs, tutoring, and transportation.
Up to Fifty Thousand Dollars ($50,000) will be used to assist Choosing Hope Adoptions, Inc. to provide supportive parenting programs for families in Clark County, Montgomery County, and Hamilton County.
Up to Fifty Thousand Dollars ($50,000) will be used to assist Koinonia House to provide recovery support for men with addiction in Clark County.
Up to Fourteen Thousand Dollars ($14,000) will be used to assist SIFI Ministry, Inc. DBA Safe Harbor House to provide trauma-informed care for women in Clark County.
Up to Fifty Thousand Dollars ($50,000) will be used to assist Her Story, Inc. to provide recovery support and housing services to women with addiction in Greene County.
Up to Fifty Thousand Dollars ($50,000) will be used to assist YWCA Dayton to provide housing and social-emotional learning skills for children living in families with gender-based violence in Montgomery County and Preble County.
Up to Fifty Thousand Dollars ($50,000) will be used to assist Family Services for child abuse prevention programming for children in grades K-5 in Montgomery County.
Up to Thirty-Five Thousand Dollars ($35,000) will be used to assist Divine Core Transformation LLC to provide reentry services for women in Montgomery County being released from prison to reduce recidivism and become restored citizens.
Up to Fifty Thousand Dollars ($50,000) will be used to assist Urban Minority Alcoholism and Drug Abuse Outreach Program of Dayton (UMADAOP of Dayton) to stabilize needy families in Montgomery County with financial assistance to sustain housing, utilities, and access to community resources.
Up to Twenty-Five Thousand Dollars ($25,000) will be used to assist OneFifteen to provide recovery support to pregnant women and mothers with addiction in Montgomery County.
Up to Fifty Thousand Dollars ($50,000) will be used to assist The Brightside Project to support children of TANF-eligible families in Columbiana County by providing food, school supplies, and personal care items.
Up to Twenty Thousand and Three Hundred Dollars ($20,300) will be used to assist Heartbeat of Columbiana County, Inc. to provide pregnancy assistance and family resources that empower women in Columbiana County, Carroll County, and Jefferson County.
Up to Fifty Thousand Dollars ($50,000) will be used to assist Early Childhood Resource Center to provide school readiness by addressing the needs of at-risk children in Stark County.
Up to Thirty Thousand Dollars ($30,000) will be used to assist Gus Johnson Community Foundation, Inc. to decrease infant mortality rates by providing family assistance in Summit County.
Up to Twenty Thousand and Three Hundred Dollars ($20,300) will be used to assist Big Brothers Big Sisters of Central Ohio to provide mentorship programming for youth in Franklin County, Union County, and Delaware County.
Up to Fifty Thousand Dollars ($50,000) will be used to assist The Center for Healthy Families to provide vital services to pregnant and parenting youths and their family members in Franklin County.
Up to Fifty Thousand Dollars ($50,000) will be used to assist City of Refuge GoodLife Foundation (@ First Church of God) to provide outreach programming for families in Franklin County that provide solutions that impact infant mortality, mentoring for youth, and workforce development.
Up to Twenty-Five Thousand Dollars ($25,000) will be used to assist Gamma Zeta Zeta Education Foundation to address issues of infant mortality, food insecurity, and educational disparity for TANF-eligible families in Franklin County.
Up to Thirty-Five Thousand Dollars ($35,000) will be used to assist LifeTown of Columbus to support low-income students with special needs reach their educational goals in Franklin County.
Up to Thirty Thousand Dollars ($30,000) will be used to assist Mommies Matter to support mothers and decrease infant mortality rates in Franklin County.
Up to Thirty Thousand Dollars ($30,000) will be used to assist Kingdom Works to provide mentoring and education programs for youth in Franklin County.
Up to Fifty Thousand Dollars ($50,000) will be used to assist YMCA of Central Ohio to provide a safe place for youth in Franklin County to continue learning while having access to tutoring and resources to ensure positive growth and development.
Up to Fifty Thousand Dollars ($50,000) will be used to assist IMPACT Community Action to support at-risk youth in Franklin County by providing a safe environment, education support, and job preparedness training.
Up to Thirty-Five Thousand Dollars ($35,000) will be used to assist Turnkey Development Institute to support families in Franklin County by increasing father involvement at the early stages of their child's life.
Up to Fifty Thousand Dollars ($50,000) will be used to assist Communities In Schools of Ohio DBA Communities In Schools of Central Ohio for at-risk students in Franklin County by working in school communities to remove barriers and provide integrated supports that empower them to stay in school and succeed in life.
Up to Thirty-Five Thousand Dollars ($35,000) will be used to assist New Birth Christian Ministries to provide supportive services to students and families in Franklin County by providing youth with a safe learning environment with structure, tutorial support, and access to technology.
Up to Fifty Thousand Dollars ($50,000) will be used to assist Columbus Diaper Bank to provide diapers to TANF-eligible families in need of diapers in Franklin County.
Up to Fifty Thousand Dollars ($50,000) will be used to assist Urban Minority Alcoholism and Drug Abuse Outreach Program of Franklin County (UMADAOP of Franklin County) to provide alcohol and drug education and prevention services to individuals, families, and communities heavily impacted by poverty in Franklin County.
Up to Thirty Thousand Dollars ($30,000) will be used to assist The Columbus Kappa Foundation to provide aid in combating the opioid epidemic by conducting educational outreach and training in Franklin County.
Up to Fifty Thousand Dollars ($50,000) will be used to assist Jewish Family Services to provide children and their families in Franklin County with nutrition, winter clothing, and supplies.
Up to Fifty Thousand Dollars ($50,000) will be used to assist Muslim Family Services to provide TANF-eligible families in Franklin County with basic needs.
Up to Fifty Thousand Dollars ($50,000) will be used to assist GroundWork Group to provide TANF-eligible families in Franklin County with basic needs.
Up to Thirty-Five Thousand Dollars ($35,000) will be used to assist Women2Women to provide supportive services to women who are returning citizens, victims of domestic violence and human trafficking, experiencing homelessness, or may have co-occurring behavioral health needs in Franklin County.
Up to Thirty Thousand Dollars ($30,000) will be used to assist Knowledge Academy Educational Services to provide school dropout prevention and pregnancy prevention to teens and their families in Marion County.
Up to Twenty-Five Thousand Dollars ($25,000) will be used to assist Community Shelter Board to provide housing to support pregnant mothers experiencing homelessness in Franklin County.
Up to Forty Thousand Dollars ($40,000) will be used to assist TAPP, Training Assessment Placement Project to provide employment and housing services for restored citizens and veterans returning to the workforce in Marion County.
Up to Forty Thousand Dollars ($40,000) will be used to assist Columbus Works, Inc. to reduce poverty and create stability for individuals in Franklin County by offering workforce training and job placement and by helping to remove barriers.
Up to Seventy-Five Thousand Dollars ($75,000) will be used to assist EDWINS Leadership & Restaurant Institute to provide workforce training in food service for returning citizens and prevent recidivism in Cuyahoga County.
Up to Fifty Thousand Dollars ($50,000) will be used to assist Lutheran Metropolitan Ministry to provide vocational training to reentering citizens in Cuyahoga County.
Up to Eighty Thousand Dollars ($80,000) will be used to assist Catholic Charities Corporation (Catholic Charities Diocese of Cleveland) to provide food security for families in Cuyahoga County, Ashland County, Geauga County, Lake County, Lorain County, Medina County, Summit County, and Wayne County.
Up to Thirty Thousand Dollars ($30,000) will be used to assist Project LIFT Behavioral Health Services to provide life skills for youth ages 14-18 in Cuyahoga County.
Up to Fifty Thousand Dollars ($50,000) will be used to assist The Salvation Army to provide academic support to underprivileged, school-aged youth in Cuyahoga County.
Up to Twenty Thousand Dollars ($20,000) will be used to assist Adoption Network Cleveland to provide parent education, resources, and family resiliency programs for families in Cuyahoga County.
Up to Thirty Thousand Dollars ($30,000) will be used to assist Karamu House, Inc. to provide trauma-informed care to youth in Cuyahoga County by equipping them with social-emotional strategies and life skills.
Up to Thirty Thousand Dollars ($30,000) will be used to assist ACE Mentor Program of Cleveland to provide vocational training and academic support to low-income high school and college students in Cuyahoga County.
Up to Fifty Thousand Dollars ($50,000) will be used to assist YMCA of Greater Cleveland to provide support and opportunities for school-aged youth in Cuyahoga County by promoting asset building in adolescents.
Up to Seventy-Five Thousand Dollars ($75,000) will be used to assist Northern Ohio Recovery Association to provide mentoring and recovery supports for women and children in Cuyahoga County.
Up to One Hundred Thousand Dollars ($100,000) will be used to assist Western Reserve Area Agency on Aging to distribute meals to TANF-eligible families in Cuyahoga County, Geauga County, Lake County, Lorain County, and Medina County.
3. The remaining monies for FY 2021 Budget for GOFBCI shall be used to provide support to programs or organizations that promote the mission of GOFBCI and further one of the four purposes of the TANF program set forth above.
4. The state, county, and private agencies receiving funds as a result of this Executive Order shall comply with all TANF requirements, including reporting requirements, and timelines as specified in State and federal statutes, federal regulations, State rules, interagency agreements, and any relevant directives from the Ohio Department of Job and Family Services.
I signed this Executive Order on November 24, 2020 in Columbus, Ohio and it will expire on June 30, 2021.
