Executive Order 2019-29D Allocating Capacity Building Grants for Fiscal Year 2020 TANF Funds

Executive Order

WHEREAS, the Governor's Office of Faith-Based and Community Initiatives ("GOFBCI") reviewed applications for Temporary Assistance for Needy Families ("TANF") program grants to build capacity in public-private partnerships for housing, reentry, workforce development, food security, personal development, children's initiatives, and recovery initiatives; and

WHEREAS, the TANF program is a State program of family assistance, which is provided with State and federal funds, authorized under Title IV-A of the Social Security Act; and

WHEREAS, the first purpose of the TANF program is to "provide assistance to needy families so that children may be cared for in their own homes or in the homes of relatives"; and

WHEREAS, the second purpose of the TANF program is to "end the dependencies of needy parents on government benefits by promoting job preparation, work, and marriage"; and

WHEREAS, the third purpose of the TANF program is to "prevent and reduce the incidence of out-of-wedlock pregnancies and establish annual numerical goals for preventing and reducing the incidence of these pregnancies"; and

WHEREAS, the fourth purpose of the TANF program is to "encourage the formation and maintenance of two-parent families"; and

WHEREAS, GOFBCI works to reduce poverty in Ohio by serving as a catalyst for effective public-private partnerships aimed at reducing poverty;

NOW THEREFORE, I, Mike DeWine, Governor of the State of Ohio, by virtue of the authority vested in me by the Constitution, the laws of this State and in accordance with Sections 5101.80 and 5101.801 of the Ohio Revised Code do hereby order direct that:

1. The Fiscal Year ("FY") 2020 Budget (H.B.166, 133rd General Assembly, section 307.70) authorizes GOFBCI to expend up to $13,285,000 during Fiscal Year 2020 on TANF-allowable expenses.

2. The FY 2020 Budget shall be allocated in the following manner for Capacity Building Grants:

Up to Twenty-Five Thousand Dollars ($25,000) shall be used to assist Cedar Hills for housing and recovery services in Lake County.
Up to Twenty-Five Thousand Dollars ($25,000) shall be used to assist Community Shelter Board to provide housing for low-income pregnant women in Franklin County.
Up to Twenty-Five Thousand Dollars ($25,000) shall be used to assist Father's House International to provide food security in Franklin and Fairfield Counties.
Up to Fifteen Thousand Dollars ($15,000) shall be used to assist G & H Community Leaming Center to provide academic support to children in Fairfield County.
Up to Twenty-Five Thousand Dollars ($25,000) shall be used to assist Kiononia House to provide recovery support in Clark County.
Up to Twenty-Five Thousand Dollars ($25,000) shall be used to assist Life Beyond the Streets to provide housing security and support for women in Franklin County.
Up to Twenty-Five Thousand Dollars ($25,000) shall be used to assist MANNA Food from Heaven Ministries to provide food security for homeless individuals in Cuyahoga County.
Up to Twenty-Five Thousand Dollars ($25,000) shall be used to assist Muslim Family Services of Ohio to provide workforce development in Franklin County.
Up to Five Thousand Dollars ($5,000) shall be used to assist Rispress Ministries Inc. to provide supportive services for youth in Franklin County
Up to Twenty-Five Thousand Dollars ($25,000) shall be used to assist Simply Youth to provide career exploration for youth in Stark County.
Up to Twenty-Five Thousand Dollars ($25,000) shall be used to assist Sisters of Empowerment to provide financial development for individuals in Franklin County.
Up to Twenty-Five Thousand Dollars ($25,000) shall be used to assist Speak Project Ohio to provide wellness services for children and families in Franklin County.
Up to Twenty Thousand Dollars ($20,000) shall be used to assist the Step-Up Foundation to provide drug prevention for youth in Franklin County.
Up to Twenty-Five Thousand Dollars ($25,000) shall be used to assist Turnkey Development Institute to provide supportive services to families in underprivileged communities in Franklin County.
Up to Twenty-Five Thousand Dollars ($25,000) shall be used to assist the UNIK Foundation provide workforce development skills and work placement for disadvantaged youth in Franklin County.
Up to Twenty-Five Thousand Dollars ($25,000) shall be used to assist Warriors 4 Christ Recovery Ministries to provide case management and outreach services for families in recovery in Jackson County.
Up to Twenty-Five Thousand Dollars ($25,000) shall be used to assist Whitehall Cap Inc. to provide recovery support for low income individuals in Franklin County.
Up to Twenty Thousand Dollars ($20,000) shall be used to assist Victory Deliverance Center to provide personal development for at risk youth in Franklin County.
3. The State, county, and private agencies receiving funds as a result of this Executive Order shall comply with all TANF requirements, including reporting requirements, and timelines as specified in State and federal statutes, federal regulations, State rules, interagency agreements, and any relevant directives from the Ohio Department of Job and Family Services.

4. The grant fund recipients shall deliver the TANF eligible services no later than June 30, 2021.

I signed this Executive Order on December 23, 2019 in Columbus, Ohio and it will expire on June 30, 2021.
