Congressman Bob Good Introduces the Students Before Unions Act

Press Release

Date: March 2, 2021
Location: Washington, DC

U.S. Representative Bob Good (VA-05) introduced the Students Before Unions Act. School districts that do not transparently and responsibly negotiate reopening should not receive federal aid as it would be wasteful and reward school closure policies that are detrimental to our youth. This legislation would make COVID education funding contingent upon local jurisdiction recording in writing and disclosing any communication they have had with their teacher's union on reopening.

"The reopening school debate in too many communities has been needlessly contentious, with mistrust developing between teachers, families, and school officials. As is so often the case, children are caught in the middle. With Democrats ignoring Republican objections and allocating billions of dollars more to schools with no requirement that they re-open for in-person learning, my legislation would bring transparency to the debate. This is needed to build trust among teachers and families and ensure that good faith negotiations occur between school districts and teachers' unions." -- U.S. Representative Bob Good (R-VA)

"The question is not whether schools can safely reopen but rather why many have failed to do so. Students' grades and mental health are failing, and parents are taking on the dual roles of caregiver and educator. Congress has already allocated billions more than the CDC's highest estimates for what it will cost to reopen schools safely. Unions are out of excuses. Rep. Good's bill will ensure union transparency in negotiations with school districts, allowing parents to know when their students' needs are not a priority." -- Education and Labor Committee Republican Leader Virginia Foxx (R-NC)

Cosponsors: Reps Virginia Foxx (R-NC), Madison Cawthorn (R-NC), Ted Budd (R-NC), Louie Gohmert (R-TX), Diana Harshbarger (R-TN), Yvette Herrell (R-NM), Ralph Norman (R-SC)
