Encouraging wind development

The Offshore Wind for Territories Act, allowing for wind power development in waters beyond the three-mile submerged lands of the Marianas and other U.S. insular areas, got the okay from the House Natural Resources Committee Wednesday. The Marianas would share revenues generated by the development, as well as having the benefit of clean electricity. Although, on-shore wind power is still more economical. I cosponsored the bill, H.R. 1014, introduced by Puerto Rico Resident Commissioner Jennifer González-Colón (R). Federal law already allows for wind leases off coastal states under the Outer Continental Shelf Lands Act.
