Bill strongly believes in transparency and open government. He has sponsored and co-sponsored multiple successful bills that aim to increase accountability, including the creation of the Council on Open Data, Baltimore City Liquor Board Reform, Open Meetings Act, and Campaign Finance Reform.

These are some of the priorities Bill is working towards:

Reforming Maryland's Public Information Act to make it more accessible and effective for residents
Overseeing the successful implementation of Maryland's Open Data Policy
Fostering the enhanced use of publicly collected data to make government more effective and efficient
Promoting the use of Maryland's public data to promote economic development and stimulate private investment
