The opioid crisis has been building for several years without an effective response from Concord. To start, we need to reduce over-prescribing by reforming prescription practices and making doctors accountable. For those already dependent, we should provide more and better treatment options. And we should recognize that there is an economic dimension as well -- people dislocated by the recession in 2008 are more vulnerable to substance abuse if they remain financially insecure.

These initiatives require action at the state level, and will take time before we can see success.
