Tennessee is known for some of the best highways in the country. Unfortunately, improved fuel economy along with hybrid and electric cars are reducing available funds from the gas tax used to build new roads. I support Speaker Harwell's plan to use a portion of this year's state budget surplus to replenish dollars removed from the highway fund during the recession.
