Proposing an amendment to the Constitution of Alabama of 1901, as amended, relating to the Capitol Improvement Trust Fund, to increase the amount of the General Obligation Bonds authorized herein; to provide for competitive bidding of the bonds; and to provide for the distribution of the proceeds for plans, construction, and maintenance of Alabama National Guard armories.
