Oregon is still trying to replace revenue lost during the property tax reforms in the 1990's. We need a tax system that is equitable, adequate and stable, to support the services that families and communities need. Current public employees are not responsible for our retirement system issues and should not be expected to make up our deficit out of their own pockets.

We need to make voting as accessible as possible. I support campaign reform that will allow small donor contributions to be matched, thus incentivizing involvement in the election process.

I do not believe that local law enforcement should be assigned to enforce immigration laws. This has and would result in selective profiling and push law-abiding residents into underground lives. I support development of local correctional programming to allow low-risk offenders to obtain rehabilitation in the context of the community. We need strong addiction and mental health treatment and local diversion programs that will eliminate the need for additional -- and very expensive -- prison beds.

Investment in public infrastructure, including transportation and housing, will stimulate the economy and address significant issues that inhibit growth. We currently have a deficit of approximately 155,000 housing units, which has led to increased rental and purchase prices and very low vacancy rates. We need to support development of affordable housing and give local communities the tools they need to assist tenants and spur housing construction.

I support the use of state funding for public charter schools but not private ones. The federal Department of Education is undergoing dramatic change right now, so I think we need to scrutinize any requirements issued by DOE. I was proud to vote in support of legislation to allow "Dreamers" to continue to pay in-state tuition at our public universities, regardless of federal acton that could change or eliminate DACA.

Climate change is our biggest challenge. I strongly support implementation of a cap and invest policy, as well as supporting strategies that will reduce significantly reduce emissions.
