Expanding Medicaid would recover $2.1 Billion dollars every budget cycle to the VA budget, making it unnecessary to tap the "rainy day" fund. Also, the state sales tax on watercraft is 2 percent with a $2,000 cap. That means no additional tax is imposed on a boat's value over $100,000. As yachts can cost millions of dollars, if we raised the tax rate to 4.15 percent with no cap the rate would raise an estimated $6 million a year in revenue. Those are just two ways to work towards balancing the budget without needing to do a-e above.
Surplus funds from Medicaid expansion would go toward all levels of education funding.
Families below the Federal poverty line should be exempt from paying taxes. Virginia should also reestablish the Estate tax, the repeal of which benefited only a few mega wealthy Virginians and greatly reduced incentive for charitable giving.

Across the board spending limits in Virginia don't make sense. The cost of buying airtime in some areas, like Northern VA is far greater than the cost of air time in other parts of Virginia. Limiting candidates to a state average could prove detrimental to political participation.

I have no problem with a set of basic standards that all students should learn. However, testing as the only means of determining what students have learned is a fatally flawed, and teachers should be free to teach students in ways that will help them learn best.
