Title: Non-Participation in the Real ID Act

Highlights:

- Directs the West Virginia Department of Transportation, including the Division of Motor Vehicles, not to implement the provisions of the REAL ID Act that require a national standard for state-issued driver's licenses and identification cards. - Requires that the department report to the Governor any attempt by the federal Department of Homeland Security to implement the REAL ID Act in West Virginia. - Substitute offered by the Senate Committee on Transportation and Infrastructure.
