Title: School Property Tax and Learning Communities Bill
Signed by Governor Dave Heineman
Title: School Property Tax and Learning Communities Bill
Vote to pass a bill that combines school districts into learning communities. Among other things, this bill reverses the earlier division of the Omaha Public School District into three separate districts.
-Restricts members of the Legislature and officials in high elected office from holding more than one office at the same time (sec. 2). -Establishes that school districts may tax $1.05 per $100 of eligible property (sec. 4). -Levies a tax of $.05 per $100 of taxable property for learning communities (sec. 4 (2(h))). -Provides free transportation for students who wish to transfer within the learning community and who live more than a mile away from the school (sec. 10). -Creates learning communities to encompass all school districts within a metropolitan area or within a county, which would have open enrollment for residents of the community and would develop focus schools and magnet schools to promote socio-economic diversity (secs. 11, 36, 40).
