Title: Restructuring the Department of Transportation
Vote to pass a bill that abolishes the legislatively-controlled Commission of the Department of Transportation and replaces it with a Department of Transportation Board appointed by the governor.
-Mandates that the Department of Transportation Board be composed of seven members who are appointed by the Governor, screened by the Joint Transportation Review Committee, and confirmed by the Senate, and allows for the removal of Board members from office due to incompetence, absenteeism, misconduct, conflicts of interest, incapacity, or neglect of duty in office (secs. 2,3). -Creates the positions of an Executive Director to manage the day-to-day affairs of the Department and a Chief Highway Engineer to implement the Statewide Transportation Improvement Program (STIP) (sec. 3). -Establishes a ten-member Joint Transportation Review Committee appointed by members of the legislature to screen the governors appointees to the Department of Transportation Board (sec. 4).
