Title: Fair Share Union Fees
-Allows employee organizations and public employers to include a fair share fee in their negotiations. This fee is paid by employees who benefit from collective bargaining between the employee organization and the public employer but who are not members of the employee organization (sec.3). -Requires public employers to deduct the fair share fee from the affected nonmember employees once per month and to transfer this money to the employee organization (sec.4.2.a). -Caps the amount of the fair share fees at the amount of normal membership dues minus the portion of the fees that would normally go to fraternal, ideological, [or] political activities (sec.4.2.b). -Requires the employee organization to provide affected nonmember employees with information to help them determine whether the imposed fee is reasonable and allows employees to challenge unreasonable fees in court (sec.4).
