Title: Establishes New Regulations for Greenhouse Gas Emissions
Vote to Pass a bill to place limits on C02 emissions.
Requires the departments to develop policy recommendations to address climate-related disclosure requirements in Washington and conduct plans that include: (Sec. 2).
Researching climate-related disclosure requirements administered by the United States Securities and Exchange Commission;
No later than 18 months after the adoption of the final rule, deliver a report to the legislature with findings and recommendations for the design and implementation of climate-related disclosures;
Identify recommendations on how Washington law governing climate-related disclosures can align with climate-related disclosures of the country;
Use consistent reporting methodologies and definitions in order to facilitate compliance;
Create recommendations on how disclosures are filed and made available to the public;
Determine whether the disclosures are sufficient to track emissions;
Establish whether disclosure requirements for scope 1 and scope 2 emissions are designed to track reporting entities;
Ensure disclosures for scope 3 emissions are designed to track reporting entities for greenhouse gas emissions;
Define which person or entities should be obligated to file climate-related disclosures under Washington law; and
Determine the extent to which reporting requirements will affect the supply chain and other financial costs.
Establishes that for all oil, gas, coal, and natural gas industries, scope 3 emissions include emissions front the use of products sold by that reporting entity (Sec. 2).
