Highlights:

• Establishes civil liabilities over costs and damages caused by commercial entities that publish harmful content to minors on the internet (Sec. 1).

• Defines “material harmful to minors” as any description or representation of nudity, sexual conduct, sexual excitement, or sadamasochist abuse when it (Sec. 1):

• Appeals to the pruient shameful or morbid interest of minors;

• Is patently offensive to prevailing standards in the adult community as a whole with respect to what is suitable materials for minors; and

• Is, when taken as a whole, lacking in serious literary, artistic, politica, or scientific value for minors.

• Specifies that the provisions of this bill shall take effect immediately upon passage and approval by the governor (Sec. 2).
