Vote to pass a bill that establishes civil liabilities for publishing harmful content to minors on the internet
Establishes civil liabilities over costs and damages caused by commercial entities that publish harmful content to minors on the internet (Sec. 1).
Defines “material harmful to minors” as any description or representation of nudity, sexual conduct, sexual excitement, or sadamasochist abuse when it (Sec. 1):
Appeals to the pruient shameful or morbid interest of minors;
Is patently offensive to prevailing standards in the adult community as a whole with respect to what is suitable materials for minors; and
Is, when taken as a whole, lacking in serious literary, artistic, politica, or scientific value for minors.
Specifies that the provisions of this bill shall take effect immediately upon passage and approval by the governor (Sec. 2).
