Highlights:

• Repeals tiered fees for speed limit violations on highways with speed limits up to 65 miles per hour (Sec. 1). 

• Specifies that for every 21 miles over the speed limit a violation an extra $100 fee is imposed and determines similar costs for violating speeding laws on highways with a 75 miles per hour speeding limit (Sec. 1). 

• Specifies that fees imposed by the requirement for seat belts do not apply to emergency workers or children (Sec. 1). 

• Specifies that the fees imposed by the seat belt requirement may be imposed upon driver or adult passengers who are in violation (Sec. 1).
