Vote to concur with senate amendments and pass a bill that amends registration suspension and revocation guidelines to prohibit straw owners and prevent fraudulent businesses.

Highlights:

• Amends registration suspension and revocation guidelines to prohibit straw owners and prevent fraudulent businesses (Sec. 2-101).

• Authorizes the Director of the Oklahoma Bureau of Narcotics and Dangerous Drugs Control (OBNDD) to suspend suspected fraudulent busnesses and assess fines (Sec. 2-101).

• Defines ”straw owners” and third parties who is put up in name only to take part in a medical marijuana business transaction (Sec. 2-101).

• Specifies that if the OBNDD director revokes a registration, the registrant of the land shall be required to hold any controlled substance not impounded or preserved by the agency and prohibits said substances from being sold or distributed to the public (Sec. 2-101).

• Specifies that if the revocation becomes finalized the controlled substances shall be forfeited to the state or otherwise submitted to a licensed waste disposal facility (Sec. 2-101).

• Authorizes the OBNDD director to issue written orders to be served to parties before annulling, conditioning, suspening, or revoking any registration believed to be invalid (Sec. 2-101).

• Specifies that the provisions of this bill shall take effect immediately upon passage and approval by the governor (Sec. 8).
