Title: Establishes a Statewide Education Plan for Students who are Native Hawaiian or Pacific Islander
Vote to pass a bill that establishes an education plan for Native Hawaiian and Pacific Islander students to best support them and align with state education goals.
Defines plan student to mean a student enrolled in early childhood through post-secondary education who is Native Hawaiian or Pacific Ilander and has experienced disproportionate results in education due to historical practices, as identified by the State Board of Education (Sec. 1).
Requires that the Department of Education develop and implement a statewide education plan for plan students (Sec. 1).
Requires that the department form an advisory board consisting of people who (Sec. 1):
Have lived experiences with, or a demonstrated understanding of, issues facing Native Hawaiian or Pacific Islander communities, including students;
Represent community-based organizations serving Native Hawaiian or Pacific Islander youth;
Represent education stakeholders, including representatives of the Early Learning Division, the Youth Development Division, and the Higher Education Coordinating Commission.
Requires that the advisory group advise the department regarding development and plan implementation, eligibility criteria, and adoption of rules by the State Board of Education (Sec. 1).
Requires that the plan address (Sec. 1):
Disparities experienced by plan students in academic success indicators;
Historical practices leading to disproportionate outcomes;
Educational needs of plan students by examining culturally appropriate practices across the state and nation.
Requires that the plan provide strategies to (Sec. 1):
Address the disproportionate rate of disciplinary incidents involving plan students;
Increase parental engagement in education plans;
Increase engagement of plan students in educational before and after school activities;
Increase early childhood education and kindergarten readiness;
Improve literacy and numeracy levels for plan students from kindergarten to grade 3;
Support plan students transitions though schools;
Support culturally responsive practices;
Increase attendance of plan students in community college, professional certification programs, and four-year post-secondary institutions;
Align the plan with the statewide education plans.
Requires that the department submit a biennial report on progress of the plan and award grants to Early Learning Hubs in order to implement the strategies provided in the plan (Sec. 1).
Specifies that this Act takes effect on its passage in order to preserve the public’s peace, health, and safety (Sec. 14).
