Vote to pass a bill that establishes the School Nurse Pilot Program Revolving Fund to deliver school nurse services in a rural area of the state.

Highlights:

• Requires that the Oklahoma Health Care Authority and State Department of Health collaborate to identify benchmarks and develop goals to reduce incidence rates, improve health care services, and control complications as a result from diabetes (Sec. 1).

• Requires that the Authority and Department submit a report to the President Pro Tempore of the Senate, Speaker of the House of Representatives, and the Governor by January 10th of every 5th year (Sec. 1).

• Requires that the report includes (Sec. 1):

• The fiscal impact of all types of diabetes on the Authority, Department, and county health departments including the number of people with diabetes receiving services from the Authority, Department, and county;

• Fiscal impact of diabetes on the Authority compared to other chronic diseases;

• An assessment of the benefits of diabetes prevention programs;

• A description of coordination between the Authority and Department;

• Detailed action plans for fighting diabetes with actionable items;

• Identification of expected outcomes of action steps and benchmarks for controlling and preventing diabetes;

• Development of a detailed budget identifying needs, costs, and resources required to implement the plan provided in the report.

• Requires the Authority or Department to provide components of the upcoming report upon request to the President Pro Tempore of the Senate, Speaker of the House of Representatives, and the Governor (Sec. 1).

• Establishes the School Nurse Pilot Program Revolving Fund in the State Treasury (Sec. 2).

• Requires that the fund be continuous and not subject to fiscal year limitations, as well as consist of all monies designated for and eligible for deposit under law (Sec. 2).

• Requires that the State Department of Health utilize the funds deposited to the School Nurse Pilot Program Revolving Fund for the purpose of implementing a pilot program to have school nurse services that address health, mental health, and social service needs of the students and families in order to help students have the best opportunity to learn and be successful (Sec. 2).

• Requires that the pilot program include the following criteria and limitations (Sec. 2):

• Encompasses a contiguous three-country region with no  more than 20% of the areas school districts having enrollments greater than 3,000 weighted average daily membership;

• Has a single nonprofit provider coordinate implementation.

• Authorizes the State Department of Health to announce the rules, policies, and procedures as required to administer provisions (Sec. 2).

• Requires this act to go into effect on November 1, 2023 (Sec. 3).
