Vote to concur with senate amendments and pass a bill that establishes new taxes to fund underfunded programs and funds.

Highlights:

 

  • Appropriates more aid payment funding for local governments through the creation of the local government fund (Sec. 10); and 

    • Establishes a system to grant cities, villages, towns, and counties supplemental aid which can only be used for law enforcement, fire protection, emergency medical services, emergency response communications, public works, and transportation (Sec. 10); and 

    • Authorizes a program that gives innovation grants to municipalities and counties with innovation plans that transfer services to another entity (Sec. 10).    

  • Establishes a city and county sales tax to fund the local retirement systems (Sec. 22); and 

    • Requiring local employees to enroll in the Wisconsin Retirement System (Sec. 20); and

    • Authorizes the county to impose additional sales tax and use tax, with the funds left over they must use them for public safety services and the country’s retirement system (Sec. 22). 

  • Repeals grants made to local government units through the Medical Assistance program for providing transportation for medical care (Sec. 45). 

  • Specifies the regulations governing the fire and police commission of the City of Milwaukee (Sec. 32)

  • Repeals the personal property tax (Sec. 10)

  • Prohibits discrimination or preferences in hiring or contracting based on race, color, ancestry, national origin, or sexual orientation unless it is required to receive federal aid (Sec. 47). 

  • Establishes that high schools participating in a parental choice program must collect statistics on violations of ordinances and certain crimes which they will report annually to the department of public instruction (Sec. 45)

  • Requires annual comparative local government spending reports (Sec. 53); and 

    • Specifies the new formula for calculating the levy limit (Sec. 53)

  • Limits the ability of political bodies to place limits or conditions on the operation of nonmetallic quarries (Sec. 51).

  • Specifies ambulance and emergency responder certifications and procedure requirements (Sec. 59).
