Vote Smart's Synopsis:

Vote to pass a bill that limits abortion access and to prohibit gender affirming care for youth under 19.

Highlights:

• Prohibits abortion if the probable gestational age of the features is determined to be 12 or more weeks (Sec. 1); 

• Establishes that this prohibition does not apply to pregnancies created by sexual assault, incest, or a medical emergency; and 

• Specifies that no woman on which an abortion is performed or attempted should be responsible for a violation of this act.

• Authorizes discipline against physicians for unlawful or immoral actions regarding abortion, which may result in the removal of an individual's medical license (Sec. 1). 

• Prohibits gender-altering procedure for children under 19 years old after October 1, 2023 (Sec. 1).

• Authorizes the Chief Medical Officer to develop regulations surrounding nonsurgical gender-altering procedures for individuals younger than 19 (Sec. 1);  

• Establishes that health care professional may prescribe approved puberty-blocking drugs, cross-sex hormones, or both to address an intense pattern of gender nonconformity or gender dysphoria; and

• Prohibits the use of state funds for youth non-surgical gender altering procedures.
