Title: Authorizes Legal Gun Owners to Conceal Carry Without a Permit
Vote to pass a bill that authorizes legal gun owners to conceal carry without a permit.
Prohibits counties, cities, and villages from regulating the ownership, possession, storage, transportation, sale, or transfer of firearms or other weapons (Sec. 1).
Prohibits counties, cities, and villages from requiring registration of firearms and other weapons (Sec. 1).
Specifies that any county, city, or village ordinance, permit, or regulation that is in contradiction with state laws is null and void (Sec. 1).
Prohibits a minor or otherwise prohibited person from carrying a concealed weapon (Sec. 8).
Classifies violation of this act as a Class I misdemeanor for a first offense and as a Class IV felony for the second and the subsequent offense (Sec. 8).
Authorizes anybody other than a minor or otherwise prohibited person can carry a concealed handgun anywhere in Nebraska with or without a permit (Sec 9).
Prohibits an individual from carrying a concealed handgun into a place where those in charge have prohibited handguns (Sec. 9).
Prohibits an individual from carrying a concealed handgun into a law enforcement office (Sec. 9).
Authorizes employers prohibiting their employees or others from carrying concealed handguns in work vehicles (Sec. 9).
Prohibits otherwise authorized individuals from possessing or carrying a concealed handgun when they are consuming alcohol or has any previously consumed alcohol or controlled substance in their blood, urine, or breath (Sec. 10).
Specifies that an individual is not in violation of this act if the consumed control substance was obtained legally an taken in therapeutic amount (Sec. 10)
Classifies a first violation of this act as a Class III misdemeanor (Sec. 10)
Classifies a second or subsequent violation of this act as a Class I misdemeanor (Sec. 10).
