Highlights:

 

  • Prohibits any individual from being compelled to or forced to disclose a private digital key identity or make a private digital key identity known to other individuals in any civil, criminal, adminstrative, legislative, or other proceeding of any kind (Sec. 1).

  • Defines “private key” as a unique element of cryptographic data, or any substantially similar analogue, which is (Sec. 2):

    • Held by an individual;

    • Paired with a unique, publicly available element of cryptographic data; and

    • Associated with an algorithm that is necessary to carry out an encryption of decryption required to execute a transaction.

  • Specifies that nothing in this bill shall be construed or be interpreted to to prohibit any lawful proceeding that compels an individual to produce, sell, transfer, convey, or disclose a digital asset key identity (Sec. 1)
