  • Prohibits higher education institutions from seeking or accepting funding support from a restricted foreign entity or an entity that passes on funding support from a restricted foreign entity beginning July 1, 2023 (Sec. 2).

  • Authorizes the Southern Utah University to establish the Helen Foster Snow Cultural Center and appropriate $300,000 to provide language support and cultural opportunities to students studying the mandarin chinese language (Sec. 4-5).
