Title: Amends State Animal Abuse Laws
Vote to pass a bill that amends state animals abuse laws.
Establishes reckless and intentional abandonment or neglect of an animal as a Class I misdemeanor (Sec 1.1).
Specifies repetitive offenses or mistreatment that includes torture, mutiliation, or beating is classified as a Class IIIA felony (Sec 1.2a-b).
Specifies animal cruelty that results in serious injury, illness, or death as a Class IV felony (Sec 1.1).
Authorizes the court to have exclusive jurisdiction regarding the disposition, possession, and control of an animal seized by law enforcement (Sec 2.1).
Requires a hearing no more than 10 business days after the court attorney files an application with the court (Sec 2.2).
Authorizes the court to issue conditions for the return or forfeiture of an animal, including orders to post bond and reimburse expenses (Sec 2.3).
Authorizes the court to ban convicted felons from owning or residing with an animal from a minimum of 5 to 15 years, and persons with misdemeanors up to 5 years (Sec 3).
