Title: Prohibits Local Ordinances Against Animal Enterprises
Vote to pass a bill that prohibits local ordinances against animal enterprises such as dog or cat breeding.
Prohibits a municipality or county from adopting or enforcing ordinances or other regulations that prohibit or effectively prohibit the operation of an animal enterprise or the use of a working animal (Sec. 2).
Defines “animal” as any nonhuman vertebrate life form, and defines “animal enterprise” as a commercial or academic enterprise that uses or sells animals or animal products for profit, food, or fiber production, agriculture, education, research or testing (Sec. 1).
Specifies that animal enterprises include, but are not limited to (Sec. 1):
Animal competitions;
Aquariums;
Circus’s;
Expositions or fair;
Farms or feedlots;
Furrier or retail pet store;
Ranch or rodeo; or
Zoo, or an event intended to exhibit or advance agricultural arts and sciences.
Defines “working animal” as an animal used for performing a specific duty or function in commerce, including an animal used for entertainment, transportation, education, or exhibit (Sec. 1).
