Title: Amends the State Bottle and Can Redemption Program
Vote to pass a bill that amends the state bottle and can redemption program.
Establishes a $4.3 percent tax on permittees for every beer barrel containing 31 gallons, while exempting any tax on beer shipped outside the state (Sec. 1).
Defines “participating dealer” as a dealer who accepts the return of empty beverage containers from a consumer (Sec. 3).
Establishes a refund value of $0.03 cents paid to consumers for the return of each beverage container sold in this state from a participating dealer (Sec. 4).
Requires that participating dealers provide return amounts for returned containers within a reasonable time not to exceed 10 days (Sec. 4).
Requires individuals attempting to return 2,000 or more empty beverage containers in one transaction to provide proof of residency prior to receiving refund value (Sec. 4).
Increases redemption center handling fee from $0.01 cent to $0.03 cents per empty beverage container (Sec. 4).
Requires the Department of Revenue to require the registration of the universal product code for each beverage container beginning November 15, 2023 (Sec. 7).
Specifies that any individual who violates the aforementioned orders and provisions shall be subject to a civil penalty of no more than $2,000 (Sec. 15).
