Title: Prohibits Police from Stopping Drivers Due to a Defective Tail Light, Headlight, or Brake Light
Vote to pass a bill that prohibits police from pulling over drivers because they have a single defective tail light, headlight, or brake light.
Requires police to inform drivers of right to refuse search requests (ORS 131.615(4)(a)).
Requires driver consent be written, filmed, otherwise recorded (ORS 131.615(4)(b)).
Exempts “implied consent” searches from requirements (ORS 131.615(4)(c)).
Limits police ability to initiate traffic stops for vehicle light violations (Sec. 6(1)).
Requires training in trauma care, cultural awareness, de-escalation techniques for parole, probation officers (ORS 181A.530(3)).
Prohibits probationers from using, possessing non-prescribed controlled substances (ORS 137.540(2)(e)).
Reduces appropriation to Criminal Justice Commission for a Transforming Justice Initiative by $10 million (Sec. 13).
