Title: Requires Counties to Provide In-Person Voting Option
Vote to pass a bill that requires counties to provide an in-person voting option for the 2020 presidential election.
Authorizes the lieutenant governor’s office to enforce the appropriate protocols to ensure voters’ safety in the 2020 general election (Sec. 1).
Requires poll workers to offer traditional in-person voting at an indoor or outdoor voting facility (Sec. 1).
Requires dropboxes to be installed for voters to drop off their absentee ballot by 8 p.m. on Election Day (Sec. 1).
Requires counties with outdoor voting to (Sec. 1):
Have more than one outdoor polling location that must be open during both early and regular voting hours;
Allow both walk-up and drive-thru methods to access the outdoor site;
Enforce social distancing guidelines to protect voters and poll workers;
Create a process to ensure that voters can safely and securely vote at the booth or in their car; and
Allow anyone in line by the poll’s closure at 8 p.m. to vote.
Prohibits anyone from possessing someone else’s absentee ballot, unless the individual is (Sec. 2):
A postal worker;
An election official;
Someone authorized to deliver military-overseas ballot; or
Someone who lives with the person possessing the ballot.
Specifies that unlawfully possessing someone else’s ballot is a class A misdemeanor (Sec. 2).
Specifies that this bill takes effect immediately upon passage (Sec. 4).
