  • Appropriates $36.22 million for supporting the Delaware Stars for Early Success program (Sec. 328).

  • Appropriates $29.33 million for personnel costs and $29.2 million for child welfare/contractual services for the Division of Family Services under the Department of Services for Children, Youth, and their Families (Sec. 1).

  • Requires medicaid appropriations to be available to mitigate projected deficits in personal attendant services in the Division of Services for Aging and Adults with Physical Disabilities upon approval of the Director of the Office of Management and Budget and the Controller General (Sec. 183).

  • Appropriates $1.07 million to the Office of Management and Budget for the “Behavioral Health Consortium” (Sec. 1).
