Highlights:

• Requires the Director of the Office of Management and Budget to transfer any funds in the General Fund left at the end of each fiscal year greater than the 2 percent set aside already to be put into a Budget Stabilization Fund (Sec. 77).

• Appropriates $12.5 million for a SEED scholarship expansion for SEED recipients at either the University of Delaware and/or Delaware Technical Community College who pursue their bachelor’s degree there (Sec. 78).

• Increases appropriates for the SEED Scholarship to $7,027,000 (Sec. 1).

• Appropriates $2.24 million for the Inspire Scholarship (Sec. 1).

• Appropriates $40 million over 4 fiscal years to be apportioned on a per pupil basis to all district and charter schools to enhance services to english learners and low-income students for improving reading comprehension, math proficiency, or to provide wrap-around services or mental health supports (Sec. 361).

• Appropriates $4.49 million from the Student Success Block Grant to support basic special education in kindergarten through 3rd grade (Sec. 364).

• Appropriates $3.97 million from the Student Success Block Grant to support reading assistance in kindergarten through 4th grade by supporting one 10-month Reading Interventionist in each qualifying school only (Sec. 364).

• Appropriates $36.22 million for supporting the Delaware Stars for Early Success program (Sec. 328).

• Appropriates $29.33 million for personnel costs and $29.2 million for child welfare/contractual services for the Division of Family Services under the Department of Services for Children, Youth, and their Families (Sec. 1).

• Requires medicaid appropriations to be available to mitigate projected deficits in personal attendant services in the Division of Services for Aging and Adults with Physical Disabilities upon approval of the Director of the Office of Management and Budget and the Controller General (Sec. 183).

• Appropriates $1.07 million to the Office of Management and Budget for the “Behavioral Health Consortium” (Sec. 1).
