• Appropriates $500,000 for the New Jersey Hemp Farming Fund (Sec. 10).

• Appropriates $30 million dollars to the Community College Opportunity Grant (Sec. 74).

• Appropriates an amount up to the credit made to the Surplus Revenue Fund during the immediately preceding fiscal year to be transferred from the Surplus Revenue Fund to the General Fund upon approval of the Director of the Division of Budget and Accounting (Sec. 82).
