Title: Amends Birth Certificate Regulations
A vote to pass a bill that amends regulations concerning birth certificates for transgender persons.
Authorizes birth certificates to be amended to reflect a sex designation of male, female, or X provided the State Registrar receives (Sec. 1):
A written request from the person or their parent, guardian, or legal representative;
A statement signed by the person or their parent, guardian, or legal representative confirming the sex designation on the birth certificate does not align with the person’s gender identity; and
A form signed by a medical professional if the person is under 18 stating that:
The minor has undergone surgical, homronal, and other transition treatment; and
The minor has an intersex condition and that their gender designation should be changed accordingly.
Authorizes State Registrar to contact the medical and mental health provide to verify the statement (Sec. 1).
Specifies that the State Registrar can only amend a birth certificate gender designation once and that further requests will require the submission of a court order (Sec. 1).
Specifies that the new birth certificate must reflect any legal name change (Sec. 1).
Prohibits the State Registrar from requesting additional information or from disclosing related information to other government employees unless required in order to conduct official business (Sec. 1).
Specifies that an individual’s state or country of origin has jurisdiction over the matter (Sec. 1).
Specifies that the state shall issue a new driver’s license when it receives (Sec. 3):
A statement signed by the person or their parent, guardian, or legal representative confirming the sex designation on the license does not align with the person’s gender identity;
A new birth certificate; and
A form signed by a medical professional if the person is under 18 stating that:
