Title: Increases State Protections for Labor Unions
Vote to pass a bill that increases state protections for labor unions.
Authorizes public unions in the state of New Jersey to have a maximum time of 120 minutes to meet with newly hired employees within 30 days of the individual start date of the hire (Sec. 3).
Authorizes employee organizations the following rights when meeting with individual employees to address the following, including, but not limited to (Sec. 3):
Grievances;
Workplace issues; and
Collective bargaining negotiations.
Authorizes employee organizations to have the right to conduct worksite meetings during lunch, non-work breaks, and before or after the workday while still on the employer’s premise to discuss workplace issues and other internal union matters (Sec. 3).
Defines “employee organization” as an organization which has been designated as the exclusive representatives of employees in collective negotiations, commonly known and referred to as a public union (Sec. 3).
Prohibits a public employer from encouraging or discouraging an individual employee from joining, forming, or assisting an employee organization (Sec. 4).
Prohibits a public employer from encouraging or negotiating with union members to resign or relinquish their membership in a public union or from revoking their authorization of fee reduction (Sec. 4).
Specifies that employees who have agreed to payroll deduction fees in order to join employee organizations such as public unions must provide written notice and inform the employee organization within 5 days of reporting their intentions to the employer (Sec. 6).
Defines that “written notice” may include either electronic communications or signatures from the employee (Sec. 6).
Specifies that this act shall take effect immediately upon passage (Sec. 7).
