A vote to pass a bill that increases penalties for distracted driving, effective October 1, 2017.

Defines “driving” as operating a motor vehicle on a premises open to the public, including during momentary stops due to traffic, traffic control devices, or other temporary delays (Sec. 1).
Prohibits holding or using a mobile electronic device for any reason while driving (Sec. 1).
Classifies a second offense of driving while using a mobile electronic device within a ten year period as a Class A traffic violation (Sec.1).
Classifies a third or subsequent misdemeanor within a ten year period as a Class B misdemeanor and assigns a $2,000 fine (Sec.1).
Requires the Department of Transportation to post signs along state highways notifying drivers that it is illegal to operate a vehicle while using a mobile electronic device and that violators are subject to criminal penalties (Sec.1).
