Vote to pass a bill that establishes a budget for the fiscal year 2018-2019 and creates provisions for property-related matters and taxation.

Highlights:

•  Appropriates $8.2 million for reimbursement of nonpublic school transportation costs each fiscal year of the biennium spanning 2017-2019 (Secs. 3 & 4).

• Terminates funding for instructional support state aid in the fiscal year 2017-2018 (Sec. 6).

• Specifies that the format and frequency of salary data will be determined by the Department of Management and the Legislative Services Agency (Sec. 10).

• Reduces state aid for area education agencies by $15 million (Sec. 11).

• Prohibits the restriction of hunting on private property so long as the person has a valid hunting license and adheres to all municipal, county, state, and federal regulations (Sec. 23).

• Requires the use of the capitol building to be restricted to operations of the general assembly, the governor, and for ceremonial purposes of the courts (Sec. 18).

• Requires every nicotine distributor, wholesaler, cigarette vendor, and retailer to obtain a state-issued retail permit (Sec. 50).

• Specifies that alternative nicotine or vapor products are subject to the state sales tax (Sec. 56).

• Requires the state to issue retail permits to any individual that engages in delivery sales of nicotine products to Iowa residents (Sec. 51).

• Requires law enforcement agencies to retain all sexual abuse evidence kits indefinitely (Sec. 25).

• Requires accredited schools of cosmetology to provide an amount of financial aid equal to 75% of the funds their students receive through the Iowa Tuition Grant Assistance (Sec. 32).

• Prohibits retailers from shipping, mailing, or delivering nicotine products unless the retailer has verified the purchaser is at least 18 years old and uses a method of mailing that requires a signature of a person at least 18 years of age before the product is handed over (Sec. 55).

• Requires ballots to be ordered according to the percentage of registered voters affiliated with each party, beginning with the candidate for the largest party and continuing in descending order (Sec. 57).
