  • Prohibits retailers from shipping, mailing, or delivering nicotine products unless the retailer has verified the purchaser is at least 18 years old and uses a method of mailing that requires a signature of a person at least 18 years of age before the product is handed over (Sec. 55).

  • Requires ballots to be ordered according to the percentage of registered voters affiliated with each party, beginning with the candidate for the largest party and continuing in descending order (Sec. 57).
