• Authorizes convicts to elect to be executed by nitrogen hypoxia instead of lethal injection (Sec. 1).

• Specifies that convicts are able to elect to be executed by electrocution or nitrogen hypoxia at any time within one month after their sentence (Sec. 1).

• Establishes that a request for death by nitrogen hypoxia is waived unless it is personally made by the convict in writing and delivered to the warden 30 days after the sentence is finalized (Sec. 1).
