Title: Authorizes Counties or Municipalities to Approve Syringe Exchange Programs
Vote to pass a bill that authorizes counties to approve the operation of a syringe exchange program without going through the state.
Authorizes counties or municipalities to approve the operation of a syringe exchange program without going through the state so long as the following criteria are met (Sec. 2):
There is an epidemic of hepatitis C or HIV
The primary mode of transmission of hepatitis C or HIV in the county is through intravenous drug use; and
A syringe exchange program is medically appropriate as part of a comprehensive public health response.
Allows programs to be renewed for no longer than two years (Sec. 5).
Requires programs to keep a sufficient quantity of overdose intervention drugs in stock to administer when needed (Sec. 3).
