Vote to pass a bill that authorizes counties to approve the operation of a syringe exchange program without going through the state.

Highlights:

• Authorizes counties or municipalities to approve the operation of a syringe exchange program without going through the state so long as the following criteria are met (Sec. 2):

• There is an epidemic of hepatitis C or HIV

• The primary mode of transmission of hepatitis C or HIV in the county is through intravenous drug use; and

• A syringe exchange program is medically appropriate as part of a comprehensive public health response.

• Allows programs to be renewed for no longer than two years (Sec. 5).

• Requires programs to keep a sufficient quantity of overdose intervention drugs in stock to administer when needed (Sec. 3).

• Requires the state health commissioner to receive written notice when a program is renewed, expired, or terminated or if the qualified entity operating the program changes (Sec. 5).
