Vote to pass a bill that authorizes in state residents to purchase and use consumer grade fireworks.
Highlights:
Authorizes an in state resident to purchase and discharge, ignite, or explode consumer grade fireworks from a fireworks vendor in either of the following locations (Sec. 1):
On the property of the individual who purchased the fireworks; or
On the property of another individual who has given permission to the purchaser.
Defines “fireworks vendor” as a licensed wholesaler or licensed manufacturer of consumer grade fireworks (Sec. 1).
Authorizes a county, township, or municipal corporation to restrict or prohibit the use of fireworks (Sec. 1).
Authorizes the state fire marshal to adopt rules regulating the time, manner, and location of fireworks usage (Sec. 1).
Establishes a 4 percent retail tax on fireworks to fund firefighter training and regulation of the fireworks industry, effective January 1, 2016 (Sec. 1).
Requires a fireworks vendor to provide a safety manual prepared by the state fire marshal to an individual who is purchasing fireworks and to make safety glasses available (Sec. 1).
Extends the prohibition on the issuance of new fireworks manufacturer or wholesaler licenses from December, 15, 2015, to December 15, 2018 (Sec. 1).
